BizFed Virtual Town Hall Wrap Up

The Office of the Assessor has received a high volume of calls regarding property tax payments, especially with the upcoming April 10th deadline in a COVID-19 world. On April 9th my colleagues hosted a Virtual Town Hall to discuss major concerns. Our goal was to clear up any confusion for property and business owners.


Here is a wrap up of what happened on the call.

• Question: “Would these programs help in-home day care providers without any full-time employees?” Answer (Senator Ben Allen’s Office): CDSS has advised counties that they may allow flexibility in work schedules for IHSS providers, and notified counties the state will remove any overtime violations for providers who work above the authorized time due to COVID-19. The state also suspended the requirement to conduct in-person reassessments until June 30, 2020. Federal rules require an in-person initial assessment, but the state has advised counties to obtain as much information as possible prior to meeting with the applicant to minimize exposure time. Also, the Governor has committed $5 million to counties to conduct wellness check-in with clients.

• Question: “I was more asking in terms of financial relief for reduced income. (I also do airbnb and vrbo which has quite reduced income as well). Thank you.” Answer (Senator Ben Allen’s Office): Airbnb has set up a relief fund of $250 million for hosts. We recommend you contact the company for further information.


• LA SBDC provides no-cost expert advising for small businesses.

• Question: “We need PPE. Who do we contact to get the PPE you are procuring? We have frontline workers who need this and its scarce to find!” Answer (Senator Ben Allen’s Office): Resource requests for health care providers and facilities are handled through local public health departments to California Department of Public Health. The requests are submitted to the Medical Health Operational Area Coordinator (MHOAC), through the Regional Disaster Medical Health Coordinator (RDMHC), which are then sent to the CDPH Medical and Health Coordination Center (MHCC).

• Question: “Can you help with a short answer on the PPE, who do we reach out to for help with this, which of those organizations?” Answer:

• Question: “Am wondering what the plan is to authorize remote notarizations by CA notaries.” Answer (Senator Ben Allen’s Office): The Governor issued an Executive Order that allows remote notarizations for judicial proceedings. The Governor may be contemplating future action, but we haven't received additional information at this time.
